The dogs that scare the residents of Elad: Cursed is he who raises a dog
A widespread phenomenon of dog breeding recently spread in the ultra-Orthodox city of Elad, leading the rabbis to put an end to it. • "There are women and children who are afraid of dogs and it is strictly forbidden to keep a dog at home," the city's rabbis stated.

In the city of Elad, there has been a widespread phenomenon in the past year and it is expanding over time: Haredi boys and girls who raise dogs in their homes and walk with them around the city, in gardens and parks, and as a result, cause fear among women and children.
The one who took up the gauntlet on the subject was Rabbi Yitzhak Yosef, son of the rabbi of Holon, Rabbi Avraham Yosef, and rabbi of the community in the city. He wrote a scathing letter on the subject, which was signed by all the city's Sephardic rabbis, headed by the rabbi, Rabbi Mordechai Malka, the city's rabbi.
In a letter written in the month of Sivan and published today in the newspaper "Koraim El-Ad", it was written that "We have heard and seen that recently a serious phenomenon has spread in our city of El-Ad, where boys and children are walking around in all the streets with dogs, and this is a severe prohibition, and as explained in the Gemara and Rambam, anyone who raises a dog is cursed, and especially in our city where there are many women and children who are afraid of dogs."
Rabbi Yitzhak Yosef quotes on behalf of his father, Rabbi Avraham Yosef, that "there is no permission to raise a dog of any kind," and that a bad dog, even when it does not bite, is called bad because of its barking.
The rabbis conclude their letter by writing that anyone who needs it for medical purposes will receive written permission from the city court, and anyone who is careful not to raise it will be granted peace from all of his children.
Educators in the city we spoke with told Behadrei Haredim that this is an unacceptable phenomenon that is incompatible with a Haredi city and that this phenomenon must be rooted out. According to them, anyone who chooses to raise dogs is unfamiliar with Haredi culture and would be better off leaving for a mixed city.
