Chazal instituted two mitzvos to be performed on Chanukah--lighting the menorah and reciting Hallel--but there was no takanah of celebrating with a seudah. Shulchon Aruch therefore rules that a seudah which takes place on Chanukah is not a seudas mitzvah. Rema, however, rules that there is a slight mitzvah to partake in a seudah, for the following reason: Although the Mishkan in the desert was completed during Chanukah, its inauguration was postponed until Rosh Chodesh Nissan. Hakadosh Boruch Hu promised that he would compensate the month of Kislev with the reinauguration of the Beis Hamikdosh in the times of the Chashmonaim. The Rema writes that if one sings songs of praise to Hashem, the seudah is certainly considered a seudas mitzvah.
