The person who receives the final aliyah and completes the reading of the Torah is known as the Choson Torah. The person who begins the Torah by reading the first aliyah of parshas Bereishis is known as the Choson Bereishis. It is appropriate to accord these honors to people who are talmidei chochomim. Minimally, though, it may be accorded to honorable members of the shul. A person who already received an aliyah may still receive one of these aliyos. Some poskim say that a resident of Eretz Yisroel who is visiting Chutz L’Aretz should not receive the Choson Torah aliyah, since for him it is a weekday. Others say that if he is a talmid chochom, he should be honored with the aliyah.
